In March 2023, DHKL sent a demand letter to the Alameda-Contra Costa Transit District (or, AC Transit) on behalf of Asian American and Latine clients notifying AC Transit that its at-large method of election for Board seats violated the rights of Asian American and Latine voters under the California Voting Rights Act. In response to DHKL’s demand letter, on July 26, 2023, the AC Transit Board of Directors voted to adopt Resolution No. 23-033, which resolved to transition Board elections to an all-ward based system, eliminating the two at-large Board seats. The Board went through a redistricting process ahead of the November 2024 General Election.
AC Transit is the largest bus system in California and third largest bus-only agency in the United States, serving 1.5 million East Bay (i.e., east of the San Francisco Bay) residents over a 364-square mile service area.
